SUMMARY

OF MARCH 23, 1987 MEETING ON STANDBY GAS TREATMENT SYSTEM On March 23, 1987, representatives of the Philadelphia Electric Company (licensee) met with the NRC staff in Bethesda, Maryland. The purpose of the meeting was to discuss in detail the proposal made in the licensee's applica-tion of Januar 13, 1987 concerning connection of the standby gas treatment system (SGTS) yservice to the refueling floor area. A list of attendees is provided in Enclosure 1.

The design objective of the SGTS is to provide a common system to serve both Unit 1 and Unit 2 (Reactor Enclosure Secondary Containment Zones I and II) and the common refueling area (Refueling Area Secondary Containment Zone III).

During the operating license review the licensee proposed and the staff reviewed and found acceptable a scheduler. delay in the connection of the SGTS to the refueling area secondary containment until the first refueling outage when irradiated fuel would first be brought into the area. The licensee's applica-tion of January 13, 1987 proposed changes to the Unit 1 Technical Specifications to facilitate connection of SGTS service to the refueling area (Zone III).

The discussions of the meeting addressed three submittals by the licensee on the SGTS. The first submittal, dated January 13, 1987, was discussed in detail with respect to the expected operational modes of the SGTS,. the procedure to balance the several portions of the modified SGTS/RERS systems and the proposed changes to the TS pages. The staff requested the licensee to submit additional information on several items for the purpose of clarification. The staff is continuing its safety review of the application, however there were no require-ments for modification of the license amendment's proposals identified in the meetings. The licensee expects to submit this additional information by letter in the near future.

The licensee's planned responses to the staff's earlier request for additional information dated March 3, 1987 was also discussed briefly. The licensee expects to submit these responses in the near future.

The licensee indicated thit they would need the staff's response by the first day of the refueling outage, row scheduled to begin on May 16, 1987, in order to proceed without delay in the c.tage.
