SUBJECT:
EMERGENCY PLAN REQUIREMENTS FOR AFTER-HOURS EXERCISE, PLANT HATCH Your letter of September 6, 1988 noted that the Hatch Emergency Plan requires that two after-hours exercises be conducted during a five-year period, and that one of these after-hours exercises was due to be conducted in 1988. You also informed us that the Georgia Emergency Management Rency (GEMA) is required co participate in an af ter-hours exercise for which an eYaluation by the Federal Emergancy Management Agency (FE!!A) is required. The FEMA evaluation of the GEMA participation is not scheduled until 1989.
Accordirgly, you requested an exemption from the Hatch Emergency Plan requirement of conductir.g an ofter-hours exercise until 1989, so that the one exercise could be used to satisfy both the Plant Hatch and the GEMA requirements.
Since the requirement for the after-hours exercise is not set by regulation, an eremption from the requirement is not needed.
Rather, allowing the exerrii;c to be conducted in 1989 instead of 1988 would constitute an exception to the commitment in the Hatch Emergency Plan which was previously accepted by the st4ff. The appropriate relief thus is an exception to /our cetmitment instead of an igemption.
Our latest information indicates that the annual emergency exercise for Phn*,
Hatch for 1988 is scheduled to be conducted on November 16, 1988. We fthd yov request to conduct on af ter-hours exercise in l989 rather than 1988, in order to coordinate with GEhA, to be acceptable and consistent with the energency planning oujective of integrating onsite and of fsite response capabilities.
