Dear Mr. Martin:
The Sacramento Municipal Utility District hereby submits Special Report No. 87-03 in accordance with Technical Specifications, Section 3.14 and 6.9.5.E.
During Cold Shutdown conditions on February 6, 1987, at 11:00 AM, the fire loop was isolated between PIV-27 and PIV-29 because of a suspected leak in the system piping at a flango connection to hydrant 26.
That deficiency affected the following fire protection sub-systems:
1)
Fire loop piping 99020-10-HE3 between PIV-27 and PIV-29.
The fire loop piping remained out-of-service for greater than the seven days specified in Technical Specification Section 3.14.2.
2)
Firo Hydrant 26 This hydrant was out-of-service for greator than the 14 days specified in Technical Specification SecCion 3.14.5.
3)
Zone 81, 82 and 84 Suppression These water suppression sub-systems were out-of-service for greator than the 14 days specified in Technical Specification Section 3.14.3.

B. Martin March 16, 1987 Work Request No. 118428 was initiated on February 6, 1987 to repair the leaking pipe.
That work request was completed and the sub-systems listed above were returned to service on March 11, 1987.
Compensatory measures to establish fire watches and lay-out hoses were performed in accordance with Section 3.14.3 and 3.14.5 of the Technical Specifications for each of the above listed fire protection sub-systems between February 6, 1987, and March 11, 1987.
