REQUEST FOR CONFIRMATORY-RADIOLOGICAL SURVEY OF THE BABC0CK & WILC0X, LYNCHBURG RESEARCH CENTER (LRC),

LYNCHBURG, VIRGINIA, DOCKET N0.70-824

'By letter dated January 29, 1987, the LRC submitted the results of their radiological survey of the Phrase III area of Building C.

The final survey reports for Phases I and II were submitted by the LRC under cover letters dated May 28, and December 13, 1985, respectively.

In the Region II memo from K. P. Barr to W. T. Crow dated June 10, 1986, the results of the confirmatory survey on Phase I were sumarized. By letter dated June 20, 1986, from W.'T. Crow to the LRC, the LRC was informed of the survey results and was authorized to backfill the excavations under the Phase I area.

We have reviewed the survey results for Phase III and request your assistance in making a confirmatory survey to verify that Building C has been decontaninated and meets the acceptable levels as specified in Annex C to LRC's Material License No. SNM-778 and the soil contamination levels listed in Table 4.2 of the licensee's submittal dated May 28, 1985. The confirmatory survey should also verify that the concentrations of radioactive material in the drums meet the criteria for unrestricted release (Table 4.2 identified above).

It should be noted that the room in Building C that houses the exhaust fan and stack will continue to serve Building B and should be retained as an authorized place of use. During the confirmatory survey, a determination should be made that entry into the fan rnom cannot be gained from inside Building C, radiation levels within Building C are acceptable, and the room housing the exhaust fan and stack may be considered "as an extension of Building B".

One of the i

principal goals of the licensee is to receive NRC confirmation ~that further excavation beneath Building C vill not be required when the license is terminated and that portion of Building C, outside the fan roon, has been decontaminated and meets the acceptable levels as specified in Annex C.
