After review of your Final Survey Report for Phase I of Building C (Reference 1),

the Region II Inspection Report No. 70-824/85-08 (Reference 2) including the results of the latter's confirmatory survey of your decontamination, your sub-mittals (References 3 and 4) in response to Region II's confirmatory survey findings, and Region II's memorandum (Reference 5) to your submittals, we-conclude the following:

1. The soil samples collected within the excavations under Phase I of Building C, a review of your methods of analyses, and the results of your soil analyses, indicate the excavations under Phase I of Building C meet our release criteria. Therefore, these excavations may be backfilled and no-future further excavations in this area will be required when the license is terminated.

2. Removal of ducting and decontamination of Phases II and III have the potential for recontaminatirig Phase I areas and may pose an unevalt:ated hazard to future occupants until they are removed. Since the Building as a whole remains under your SNM-778 license-(as do all buildings on your property), you can designate any area as a clean (uncontrolled) area provided it meets the license criteria. As a condition of your license, routine periodic surveys are conducted in clean areas within your facility (as in Building D, your Administration Building)-to ensure they remain clean. At the present time, licensed material is only authorized in Buildings A,-B, C, and J and its addition; in the enclosure adjacent to Building J; at the Liquid Disposal Facility; and in the underground storage area between Building B and the Liquid Waste Disposal Facility. After satisfactory decontamination of Building C, it will be remoted from your license as an authorized place of use.

3. The licensee will have to demonstrate there is no contamination beneath any painted surfaces in Building C (any contamination beneath painted surfaces must meet release criteria). The NRC shall make a confirmatory survey before B&W repaints sny surfaces in Building C.

4. A confirmatory survey can be made by the NRC upon completion of all three phases of the Building C decontamination program and if it is desired to isolate the Building and completely remove it from the license.
