% w*/ **** May 4, 1978 SSINS 0821 MEMORANDUM FOR: James P. O'Reilly, Director, Office of Inspection and Enforcement, RII FROM: K. M. Clark, Public Affairs Officer, RII SUBJECI: MEDIA SUPPLIED INFORMATION ON AMAX PROBLEM On May 2, 1978, a reporter from Parkersburg, West Virginia, telephoned me to inquire about NRC's plans to rectify the AMAX problem. The reporter gave me the names of individuals who could possibly inform us of what was buried at the site and when. Those names have been provided to your office.

On the evening of May 3, the reporter called me twice at home in the evening to provide me with more information.

  • The reporter says when the Carborundum Corporation sold the site to AMAX in I 19f.,5, C.c sand in question was left on a concrete slab, along with some

" equipment." AMAX supposedly did not take over the site until 1966, and the sand was allegedly buried, along with the equipment, sometime in 1966 or 1967. The reporter said the source, whose name and telephone contact you have, told the reporter that you would "have to go down as much as 20 feet" to get it all. Also, the reporter said the source said at least 100 (55-gallon drum) of slightly radioactive carbon tetrachloride is buried under where a building now stands and that source thinks the only way to

- retrieve it would be to tear down the building.

The reporter also said the source indicated that " stuff is buried all over the place at that site" and that it will be a real mess to clean it all up.

The reporter understands that no burial of any material of a radioactive nature was ever authorized and that the NRC is taking steps to see that the situation is corrected.

I was given the names of two individuals supposedly brought in by one of .

f the companies involved on May 4 to help resolve the problem. Those names have also been provided to your office. [
