Dear Mr. Kingsley:

SUBJECT:

PROPOSED CHANGES TO THE TECHNICAL SPECIFICATIONS FOR THE AUTOMATIC DEPRESSURIZATION SYSTEM RE:

Grand Gulf Nuclear Station, Unit 1 By letter dated June 13, 1986, Mississippi Power & Light Company requested a license amendment to change the Technical Specifications regarding surveillance requirements for the backup air accumulator system which actuates the automatic depressurization system (ADS).

The proposed amendment is' deficient because it does not provide for surveillance of the accumulator low pressure alarm system, as recommended in the General Electric - Standard Technical Specifications (BWR/6) Page 3/4 5-5.

You are requested to revise your application to include the requirements for the low pressure alann system channel functional test and channel calibration, including the low pressure alarm setpoint.

In order to meet the schedule for issuing the amendment prior to restart following the first refueling, you are requested to provide a revised application for amendment by August 15, 1986.

If you cannot meet this date, or if you wish to discuss this matter, you should so advise within 7 days of receipt of this letter.

The reporting and/or recordkeeping requirements contained in this letter affect fewer than ten respondents; therefore, OMB clearance is not required under P.L.96-511.

Sincerely, 9% Inst slysed by L. L. Kintner, Project Manager BWR Project Directorate No. 4 Division of BWR Licensing cc: See next page
