The appraisal was perfortred by a review of reports, correspondence, day-to-day contacts, and evaluation of the promptness and judgement exercised in the resolution of any unusual situations or problems which arise in the program.

The annual appraisal was culminated by a visit to the State laboratory to inspect facilities and equipment, review

records, and discuss aspects of the program with State personnel. This report is prepared as a basis for contract renewal and any recommendations for program improvements.

STATE OF GEORGIA CCNTRACT APPRAISAL AND REVIEW 0F THE ANNUAL REPORT On August 14, 1985, representatives of the U.S. Nuclear Regulatory Commission met j

with representatives from the State of Georgia's Department of Natural Resources, Environmental Protection Division, to review activities conducted under NRC Contract #29-83-625 for 1983 and 1984. This Contract provides for a cooperative program for measuring concentrations of radioactivity and radiation levels in the environment around the following NRC licensed sites:

Overall Program Status This appraisal incorporated a review of the 1983 and 1984 annual reports, an inspection of the State Environmental Radiation Laboratory and a preliminary review of the State's performance under the 1985 contract. The State of Georgia j

has adhered well to schedules in obtaining and analyzing samples and has met requirements for sampling with the exception of milk and sediment samples for Plant Vogtle.

These sampling problems are discussed in detail under performance.

P Staff The State of Georgia had provided adequate staffing to conduct and manage the NRC contract program.

During 1985, the Department of Natural Resources, Environmental Radiation Program successfully recruited individuals to fill two i

vacancies - a Laboratory Scientist Senior and an Environmental Specialist III.

Management support and funding has been sufficient to carry out all requirements of the NRC contract.

Training During 1984, the program manager for the Environmental Radiation Program attended l

the federally sponsored Reactor Operations-Theory and. Emergency Planning Course in Chattanooga, Tenn.

Training offered during 1985 for State employees at the Radiological Emergency Response Operations (RERO) course in Las Vegas, Nevada was attended by one staff member of the Environmental Radiation Program. Another member plans to attend this course later this year.

The Radiological Environmental Sciences Laboratory (RESL) course in Idaho Falls, Idaho was not attended in 1984 or 1985 by State of Georgia personnel due to failure to notify appropriate personnel. The NRC representatives encouraged State participation in this course, particularly for laboratory personnel.

2 Instrumentation In a continuing effort to update and upgrade counting equipment, State personnel acquired in 1985 e multi-user Canberra multichannel analyzer and a Digital PDP Micro-11 computer *or the Environmental Radiation Laboratory. Equipment was also upgraded in the State's mobile laboratory by the replacement of a Ge-Li gamma detector with a Canberra Intrinsic Germanium detector.

The mobile laboratory vehicle is also being replaced this year by a larger van with additional working space.

Performance The State of Georgia has met all obligations of the 1983 and 1984 contracts with the exception of milk and sediment sampling for Plant Vogtle.

These i

environmental samples, which were reported as duplicate collections, are required by the contract to be splits.

State personnel indicated sample collection procedures would be checked to confirm that split samples are being collected as required.

The NRC Environmental Monitoring contract requires the State of Georgia to submit an annual report including a summary of all analyses. The annual report also includes comparisons of results between the State and licensee environmental sample splits and results of the State's EPA Cross-Check Programs for the past year. The 1983 and 1984 reports were received in accordance with contractural requirements, within 120 days from the end of the contract year.

The current radiation monitoring contract between the NRC and the State of Georgia expires December 31, 1985.

Terms of the new contract effective January 1,1986, through December 31, 1988, were discussed with no major changes indicated in contract requirements.

The State of Georgia's past requests for payment under the NRC contract have been submitted on an annual basis; however, no tabulation of services rendered was submitted as required by the contract. NRC representatives requested that in the future, vouchers be submitted on a quarterly basis with the required attachments.

To date, no vouchers have been received by the NRC for CY 1984 or 1985.

The NRC TLD Monitoring Program was reviewed with State personnel.

State personnel requested 20 new TLD cages to replace damaged ones around Plant Hatch and reported one TLD station at Plant Hatch was relocated due to recurrent vandalism. The NRC representatives requested written notification of present and future changes in TLD locations.

The Environmental Radiation Laboratory assures quality by the use o'f NBS I'

traceable standards, instrument control checks of efficiency and background, and

participation in the EPA Quality Assurance Program. A review of the quality control data for 1983,1984, and 1985 indicated that a variety of samples were analyzed with good reproducibility and accuracy.

The State of Georgia's Environmental Radiation Program was reviewed against the criteria established by the NRC and overall performance was determined to be i

3 good. Based upon the annual report and the onsite appraisal, continuation of this program is recommended.
