Gentlemen:
This refers to the inspection conducted by Messrs. D. M. Hunnicutt,
R. C. Stewart, R. Vickrey, E. P. Hildebrand, and G. A. Pick of this office
during the period March 2-6, 1987, of activities authorized by NRC Construction
Permits CPPR-128 and CPPR-129 for South Texas Project, Units 1 and 2, and to
the discussion of our findings with Mr. S. M. Head and other members of your
staff at the conclusion of the inspection.
Areas examined during the inspection included reviews of your responses to
reported significant construction deficiencies (10 CFR 50.55(e)) and to NRC
Inspection and Enforcement Bulletins, Circulars, and Information Notices.
Within these areas, the inspection consisted of selective examination of
procedures and representativa records, interviews with personnel, and
observations by the NRC inspectors.
The inspection findings are documented in
the enclosed inspection report.
Within the scope of the inspection, no violations or deviations were identified.
