Dear Mr. Martin:
On August 27, 1985 the Nuclear Regulatory Commission Region I Office received a number of allegations regarding inadequate instrumentation calibration and test procedures at the Hope Creek Generating Station. A summary of these al-legations, as we understand them, is attached. The alleger has indicated that he discussed these same concerns with the Hope Creek Safeteam organization on August 26, 1985.
Accordingly, I request that you provide me with your plan, including schedule, for evaluating these concerns.
It is further requested that you provide the results of your investigation and proposed corrective actions, if warranted, to the Nuclear Regulatory Commission upon completion of your investigation.
Due to the rapid pace of activities at Hope Creek I en-courage an expedited response to this report and timely action in regard to the subject allegations.

SUMMARY
OF ALLEGATIONS RECEIVED BY NRC Allegation No. 1 It was alleged that some instrumen+. calibration and test procedures are inade-quate and that due to the inadequacies, instruments may not be properly calibra-ted despite meeting all the requirements of the procedures. The alleger stated that he had continually pointed this out to start-up coordinators. The coordi-nators, however, assigned the jobs to the day shift and the calibration was performed and certified using the inadequate procedures. The alleger felt that many such calibrations are of questionable value.
He provided the following list of packages and alleged problems regarding such questionable calibrations.
8/14/85 GKC-0176 - Package returned because of wrong procedure, (2) required data sheets not in package and would require installing a jumper in a IE motor control center. Engineer Gonzales informed alleger that two similar pack-ages had been completed.
8/12/85 GJC-0062 - Package sent back because GTI not sufficient for calibration.
8/9/85 AFC-0027 - Transmitters 15318 and 15328 were originally tagged wrong.
STE switched tags which now made wiring wrong and the calibration invalid.
7/25/85 GSC-0194 - Had to change wiring to match logic drawing J4057-0-5.
No action taken to correct the EE-580 drawings to which _ wiring was done.
7/11/85 GKC-0044 - Procedure inadequate to perform calibration.
Was told day shift was completing with no problems.
Worked with procedure writer to complete package.
OHB FT-N120 - Package was sent back because of improper calibration data on sheets, no vendor manual or calibration instructions. Package was then completed by day shift.
Alleger believes review of package would show that the it.dicated calibration was impossible.

2 All Westinghouse controllers which were equipped with input / output con-ditioners requiring an accuracy of 10.016 milliamps were calibrated with test equipment not meeting these specifications. All technicians working l
for the alleger were instructed to take exception to this, and did so.
The allegor informed the day supervisor of the problem but they ignored it and signed packages off with no exceptions. Only after STE Gonzales got tired of the allegor's exceptions and decided to settle the issue was this situation brought to a head.
In the DITs is a statement that "no blowdown valves will be installed on instrument sensing lines". Almost all sensing lines have blowdown valves installed. The alleger attempted to write an FQ to clarify this but was told by Department Head T. Robbins to forget it.
The alleger wrote an FQ questioning the use of compression fitting on class 1 instrument piping when the installation details specified welded fittings.
Bechtel claimed they were allowed to do this because of some agreement with PSE&G. A note was then added that allowed the engineer to substitute compression fittings for welded ones.
PSE&G accepted the dis-position of this FQ, the alleger did not agree with it.
Allegation No. 2 It was alleged that several " hangers" (pipe supports) were installed in the plant such that the access to motor control centers was restricted. The al-leger stated that National Electrical Manufacturers ' Association (NEMA) code required at least 2.5 to 3.0 feet clearance whereas some hangers were installed as close at 12 inches to the motor control centers. The alleger stated that his concern was substantiated in response to a field questionnaire. The dis-positioning engineer stated that although NEMA was not applicable at Hope Creek, IEEE 141 and OSHA did require such clearance and an SOR should be generated to cover such instances.
The response to the field questionnaire was dated February 25, 1985, but according to the alleger, no action has been taken to date.
