(2) Your Response to Notice of Violation Transmitted with our letter
of July 17, 1985

On May 13, 1985, an enforcement conference was held at the NRC Region I office,
King of Prussia, Pennsylvania, to discuss the apparent violations of NRC
requirements identified during an inspection conducted on April 18, 1985 and
documented in Region I Inspection Report No. 50-277/85-16, which was trans-
i
mitted with our letter of May 7, 1985. The conference was attended by
i
Mr. M. J. Cooney, Manager, Nuclear Production, other members of the

Philadelphia Electric Company staff and representatives of your security con-
tractor, and by Dr. Thomas E. Murley, Regional Administrator, myself, and
members of the Region I staff. We found that the conference was beneficial and
improved our understanding of the circumstances surrounding the violations.
The issues discussed at this meeting are documented in the enclosed Region I
Enforcement Conference Report.
Our letter of July 17, 1985 transmitted a Notice of Violation which documented
our decision concerning the enforcement actions relative to the violations of
NRC requirements identified during Inspection No. 50-277/85-16 and discussed

during Enforcement Conference No. 50-277/85-20. We have received your letter
of August 19, 1985 and Appendix A which responded to the Notice of Violation
and provided details of your actions to prevent recurrence of the violations.
Those actions will be examined during a future inspection of your licensed
program.
In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosed
report and your letter of August 19, 1985, will be placed in the NRC Public

Document Room. A portion of paragraph 3 of the enclosed Enforcement
Conference Report and Appendix A to your August 19, 1985 letter have been
determined to be exempt from public disclosure in acer? dance with 10 CFR 73.21
