Ei(TENSION OF SPECI AL NUCLEAR tiATERIALS LICENSE NO. SNM-1050
Background
By letter dated August 15. 1985, the University of Florida (UF) requested an extension of the expiration date for Special Nuclear Materials License No. SN!1-1050 to September 30, 1986. The previous extension dated May 28, 1935, was granted to allow the licensee time to review the design, structure, equipnent, and utilization of the UF SPERT assenbly. License No. SNM-1050 currently authorizes the storage only of 190 kg of U-235 contained in SPERT fuel rods in a subcritical assembly.
Discussion As stated in the August 15. 1985 application, the UF is currently reviewing the status of the UF SPERT assembly to determine its future use for educational and laboratory exercises as well as research applications.
Fuel for the SPERT assembly is stored in a safe configuration in a secured room, which was approved and authorized by Amendnent No. 4 to this license on May 26, 1981. Currently, the UF has no specified use for the fuel rods and cannot submit an application as requested.
Conversations with the Region II Inspector, Mr. Robert Brown, confirm that the fuel is stored in such a manner as to minin.ize the potential for adverse safety ef fects for UF personnel, the public, and/or environment. Therefore, in accordance with 10 CFR 51.22(c)(10), neither an Environmental Inpact Statement ner an Environmental Assessment is required.
Conclusion Extension of the licensee's expiration date is recontrended.
