The memorandum confirms that Linn County, Iowa submitted a revised county school evacuation plan as a result of a deficiency observed during the October 29, 1985 exercise, and that FEMA Region VII has accepted the revised plan.

Formal execution of the revised plan by offsite authorities was to begin prior to June 2, 1986.

Status Report of the October 29, 1985, Exercise of the Offsite Radiological Duergency Preparedness Plans for the Duane Arnold Energy Center.

On February 21, 1986, I transmitted two copies of the Exercise Report of the October 29, 1985, Exercise of the Of fsite Radiological Preparedness Plans for the Duane Arnold Energy Center. 'Ihere was one deficiency observed at the exercise. The ability and resources necessary for Linn County, Iwa to effect an orderly evacuation of schools within the 10-mile plume exposure pathway emergency planning zone was not adequately denonstrated. This was a plan deficiency because the procedures for such an evacuation were not adequate for some schools and were non-existent for other schools.

This menorandum is to confirm that Linn County sutmitted a revised Linn County School Evacuation Plan before the February 28, 1986 due date for cor-rection of the deficiency.

Further revisions were submitted on May 5, 1986, in response to the FEMA Region VII review conments. As shown in the attached memorarda the Region has accepted the revised plan and expects it to be fonnally executed by the appropriate offsite authorities on or before June 2, 1986. When this office has received and analyzed the executed plan, we will send you the results of that review.

SUBJECT:

Duane Arnold Energy Center - Linn County School Eve.cuation Plans This memorandum is to confirm that Linn County, Iowa has rectified the deficiency cited at the October 29, 1985 exercise of the Duane Arnold Energy Center.

As a result of that deficiency, Linn County was to submit a plan, agreed to by all County pre-schools, elementary and high schools within the 10 mile emergency planning zone, specifically designed to respond to a radiological incident occurring at the nuclear power plant.

The plan was submitted prior to the February 28, 1986 due date.

A FEMA Regional Office review delineated minor changes to be made prior to final approval and noted in the attached March 5,1986 memorandum to Jack Crandall, Director, Iowa Office of Disaster Services.

Changes were agreed upon during a March 1h, 1986 conference call between all parties. These changes were made and submitted as a revised Linn County School Evacuation Plan on May 5, 1986.

Therefore, the exercise deficiency has been corrected to the satisfaction of FEMA VII.

SUBJECT:

Plans - Response Due March 28, 1986 Ve have received the "Linn County Schools and Special Facilities" evacuation requested as a result of the deficiency identified plans which cur office during the October 29, 1985 exercise.

Our review revealed that the plans generally adequate.

However, there are a few your office submitted are items that require additional clarification or correction.

They are as follows:

  • Page 1B-2 shows the Coolidge Elementary School as evacuating to However, the number of students and faculty Jefferson High School.

are not accounted for on page 1B-k.

1B-h states "Other Organizations Provided with Transportation:

  • Page 710".
However, this number (710) cannot be cross-referenced.

Additional clarification is required.

Joseph School in Marion as evacuating to

Marion High School.

However, the number of students and faculty are not accounted for on page IB-12.

  • Page 1C-1 shows the Fellowship Christian Center, Good Shepherd Lutheran School and Seventh Day Adventist Schools as evacuating to the Cedar Valley Christian School.

However, the number of students and faculty are not accounted for on pages 1C-3 through IC-9 Page 1B-12 shows the total faculty and students to be evacuated for the Metropolitan Office of Catholic Education as 155 and 1895, the footed amounts are actually 183 faculty respectively.

However, This discrepency must be resolved.

I The Linn County Radiological Emergency Response Plan Revision sheet,

" Ensure distribution Appendix 7, Section 7. A.7, Paragraph 5 states, of dosimetry (instant-read dosimeter), radiation exposure record and potassium iodide (KI) to all personnel that may be entering an exposure pathway".

This indicates that all personnel (faculty, students, etc.) vill receive dosimetry.

This should be rephrased to indicate that dosimetry vill be provided to emergency workers only, i.e., bus drivers.

The date whsutthe individual public and private schools and special facilites will have c6 their respective radiological emergency response plans must be provided to this office.

In addition, we request that the conspleted plans, from each school district, be submitted to assure that the District Superintendents' of the Schools affected have courplied with the County Plans.

A copy of the completed school evacuation plans, including the appropriate signatures, must be provided to this office.
