Subject:

Meetino on Fermi 2's Startup Test Program We have informed Mr. David Lynch that we have made plans, as a result of meetings with General Electric, to pursue changes to our Startup Test Program as currently defined in Chapter 14 of our FSAR.

We understand that the NRC staff has been kept abreast of the program by General Electric since September, 1985 and recently through the review of similar activities at Hope Creek, Clinton, River Bend and Nine Mile 2 plants.

We plan to incorporate these changes to the Startup Test Program in accordance with License Condition 2.C(14) and 10CFR50.59 requirements as River Bend did.

However, we would like to set up an informational meeting with you, the Staff and Region III to give you some details of the proposed changes.

Attached is a listing of the Power Startup tests that would be affected by these proposed changes and a description as to the nature of the changes that would be made.

We believe you would provide us with prudent suggestions regarding our program.

It is our desire to meet with you prior to implementing these changes and issuing the specific 10CFR50.59 statements on each of these changes.

I have asked Mr. Robert Hoolley (313) 586-4211 to work with you to assure a timely meeting is arranged that coincides with your schedule and our Startup Test Program schedule.
