Diesel Generator Lube Oil Pump Section Foot Valve; Letters GN-918 dated 5/23/86 and GN-1002 dated 7/15/86 Attention: Mr. J. Nelson Grace Georgia Power Company has completed its evaluation of the referenced concern which was initially reported to the USNRC pursuant to 10 CFR 21 by Transamerica Delaval.
Additional information provided by Transamerica Delaval indicates that Vogtle is not affected by the reported concern.
Georgia Power Company conducted an engineering evaluation of the Vogtle diesel generator lube oil system design and confirmed that our equipment is not susceptible to the failures experienced at the Shearon Harris plant.
Therefore, this concern is not reportable pursuant to 10 CFR 50.55(e) or 10 CFR 21 for the Vogtle Electric Generating Plant.
Copies of the correspondence from Transamerica Delaval are attached for your convenience.

In accordance with the requirements of Title 10, Chapter 10, Code of Federal Regulations, Part 21, Transamerica Delaval Inc. hereby notifies the Commission of a potential defect in a component of a DSRV Standby Diesel Generator.
There could exist a potential problem with the Lube Oil Sump Tank Foot Valve.
Transamerica Delaval Inc. has supplied this component with the potential problem to the following nuclear sites-:

s U.S. Nuclear Regulatory Commission March 10, 1986 Page 2 At Carolina Power and Light, Shearon Harris Plant, the elastomer liner in the foot valve mounted in the Lube Oil Sump Tank was found in pieces.
This condition was found during maintenance of the lube oil system performed by Carolina Power personnel.
The foot valve is manufactured by the Clearflow Company 1ocated in Berkeley, California.
The disintergration of the liner could cause a restriction in the valve preventing flow of oil to the on-engine lube oil pump, or the liner pieces could flow upstream lodging in and damaging the on-engine lube oil pump.
Either failure will cause a loss of lube oil to the engine, effecting engine availability.
Transamerica Delaval Inc. is waiting for Carolina Power to return the damaged liner so that we can determine the cause of the failure, and corrective action measures.
Transamerica Delaval Inc. recommends that the Utilities inspect the condition of the foot valve liners and notify the TDI Customer Service Department of the findings.
TDI will make all Utilities fully aware of our failure analysis of the Carolina Power & Light foot valve liner and will report the findings to the other Utilities as they become known to us.
A copy of this letter will be sent to all of the sites referenced in Paragraph 2 of this letter as indicated by the carbon copy list.
Our evaluation of this matter was concluded on March 10, 1986.

Dear Sir:
On March 10, 1986, Transamerica Delaval notified the Nuclear Regulatory Commission that a potential defect existed with the lube oil sump tank foot valves a component of DSR or DSRV
/
Standby Diesel Generator.
The purpose of this letter is to modify the list of affected sites as a result of our further investigation.
At the time of our March 10 notification, preliminary information was that the valve liner material was deteriorating.
Our final investigation, however, reveals that the valve was being overpressurized causing extrusion of the liner material.
Not:all of the sites identified in our March 10 letter are affected by this failure mode.
We have reviewed piping schematics and find the following sites are affected:
