Haddam Neck Plant Response to December 13,1984 Order Modifying License - Status Update In our November 6,1986 letter,(1) we outlined various commitments in response to the Connecticut Yankee Proposed Design Change Task Group (CYPDCTG)

Final Report.(2) The purpose of this letter is to inform the NRC of the status of our efforts.

To date, we have fulfilled all commitments. Two commitments scheduled for completion in the near future are hereby revised as stated below. The original intent of our improvement plans is not being altered, but minor changes to the November 6,1985 letter have been determined to be appropriate. These changes were discussed with your Staff on July 23,1986 and it was agreed that a revised due date of October 31, 1986 was acceptable to complete the required training discussed below.

The response to Attachment 1, Table 6, Recommendation 3 of our November 6, 1985 letter provided commitments to a) stress PDCR requirements, design inputs, safety evaluations, and associated procedures in the NEO Procedure Familiarization Course and b) provide detailed (1) 3. PDCR training by supervisors in departmental sessions. The former commitment has been completed, however, additional time is required to complete detailed PDCR training for our design engineers. A large number of our NEO procedures have recently been revised in response to the recommendations provided in Tables 6 and 7 of the CYPDCTG Final Report. These recent changes have served to remove procedural deficiencies identified by the CYPDCTG resulting in an improved and better documented design change process. Detailed PDCR training by supervisors in how each department is to perform the specific steps necessary to implement the PDCR and associated procedures will be completed by October 31, 1986.

2. The response to Attachment 2, Recommendation 3 of the Connecticut Yankee PDCR 713 Special Report of our November 6,1985 letter provided a commitment to provide training by supervisors to design engineers with respect to technical specifications. This action will be included in the detailed PDCR training discussed in Item 1 above.
