During recent discussions with the Nr.C staff. New Hampshire Yankee (NHY) wa.
requested to provide additional information regarding the Seabrook Plan for Massachusetts Communities (SPMC) and the Vehicule? Alert and Notification System (VANS). The responses to these requests for additional information are provided in Enclosures 1-3.
As discussed below, certain of the information contained in Enclosures 2 end 3 should be withheld from public disclosure pursuant to 10 CFR 2.700 berause it is confidential and under Protective Order; of the ASLB (References (c) and (e)).
Enclosu es 2 and 3 contain information which is confidential and whose disclosure could result in the unwarranted invasion of persona 1 privacy of indi-viduals and organizations needed to implement the SPMC or VANS. The material contained in Enclosure 2 is an update of confidential SPMC information pre-viously submitted to the NRC Staff (Reference (b)). should be with-held from public disclosure parsuant to 10 CFR 2.790 for the reasons provided in h

In addition, all of this information is being withheld from public disclosure pursuant to Orders of the ASLB (Reference (c) for SPMC infor-nation and Reference (e) for VANS information). Therefore. NNY requests that the information provided in Enclosures 2 and 3 also be withheld from public disclosure pursuant to 10 CFR 2.790.
Enclosures 2 and 3 will be made available to the interested parties. in accordance with the ASLBs' Protective Orders, upon request to Ropes & Gray (Attr.. Kathryn A. Selleck).

Provide a copy of updated Lettera of Agreement (LOAs) for those four LOAs identified ditring the discussions.
RESPONSE
Three updated LOAs are provided in Enclosure 2.
With these LOAs. all re-sources needed for implementation of the SPMC have been obtained. As discussed previously with the NRC Staff. NHY is, whero practical, developing resources beyond that required fc.' implementation of

The fourth LOA was for such an additional resource and was in',iuaed with the SPMC sub-mittal.
The fourth LOA, which was to provide p.aditional congregate care center space. is no longer effective; however It is not required for imple-i sentation of the SPMC.
As indicated in the SPMC Sections 7.2.2 and 7.2.5 j
NHY periodically reviews and updates these agreemenits.

Enclosure No. 3 contains copies of leases /LOAs fnr the six (6) staging j
areas. NHY presently has a verbal agreement to use the satellite staging t
area on summer weekends. A written lease is under negotiation for the satellite staging area and will be provided when finalized.

RESPONSE
All 22 trucks and crane asse:sbiles have been purchaned. The delivery of the trucks and crane assembliev to the crane installer is currently underway and is scheduled to be completed by the end of October, 1983. NNY expects delivery of the truck-crane combinations from the crane installer to begin next week. NNY intends to authorir.e the siren manufacturer to begin produc-tion in early 1989. with the first delivery anticipated approximately two months following release fer production. The renalning long lead time items, the truck beds, have already been delivered to Seabrook Station.
l Final assembly of the remaining VANS vehicle components will take place at Seabrook Station and is capected to start within two weeks after the deli-very of the first siren package. The VANS will be operaole prior to opera-tion ut power levels exceeding 54.
