SUBJECT: NRC INSPECTION REPORT NOS. 50-424/85-64
This refers to the Nuclear Regulatory Commission (NRC) inspection conducted by
R. W. Parkhill on December 15-17, 1985 of activities authorized for your Vogtle
facility.
The inspection included a review
of Readiness Review Module 8,
.
Chapter 7.0, " Independent Design Review." At the conclusion of the inspection,
the findings were discussed with those members of your staff identified in the
enclosed inspection report.
The objective of the inspection was to ensure that Stone and Webster Engineering
Co'rporation (SWEC), the Independent Design Review (IDR) contractor, had performed
a thorough review of the subject Readiness Review module chapter, as well as to
ensure that the appropriate corrective action had been implemented by GPC where
necessary.
The results of this inspection are documented in the attached
inspection report and have been discussed with your staff during our inspection
exit briefing.
Based on this inspection we have ' the following general comment regarding
Readiness Review Module 8 - Chapter 7.0.
The scope of the review for Module 8
Chapter 7.0 was very broad and the review produced relevant findings.
However,
the broadness of review scope in combination with the time constraints imposed,
appears to have resulted in some design aspects associated with specific
calculations not being reviewed.
To provide the NRC the assurance that an
adequate depth of review was performed by SWEC and consequently assurance that an
acceptable structural steel design process is in place for the Vogtle project, we
understand that SWEC will review two design calculations for structural steel
inside containment.
This review will include a verification of design inputs, a
detailed review of the actual design calculation, and comparison of the design
with the design drawings.
The specific calculations agreed on for review are
identified in the text of the inspection report.
The aforementioned general comment and the specific comments listed in the
inspection report will be examined during our next inspection of your Readiness
Review program.
Within the scope of the inspection, no violations or deviations were identified.
