As a result of the inspection conducted on September 12-16 and October 11,  ;

1988, and in accordance with the "General Policy and Procedures for NRC i l Enforcement violation wasActions}"

ident fied: 10 CFR Part 2, Appendix C (1988), the following l

Technical Specification Section 3.7.10.a Action Statement requires that with  !

oneormoreoftherequIredfirebarrierpenetrationsnon-functional,within.

one hour either establish a continuous fire watch on at least one side of the affected penetration, or verify the operability of fire detectors on at least  ;

one side of the non-functional fire barrier and establish an hourly fire watch  !

patrol.  !

Contrary to the above requirements, it was determined that on four occasions (

persons performing continuous fire watch duties were found inattentive i (sleeping or dozing). On three occasions fire watch personnel had either  !

left their areas of responsibility prior to being relieved or were relieved j incorrectly; or hourly fire watch patrols had missed patrolling their required '

. areas. Further, on four additional occisions, due to personnel error,  ;

1 continuous fire watches had nct been established within one hour as required.

This is a Severity Level IV violation (Supplement I). l t

! .With respect to this item, the inspection showed that actions had been taken [

i to correct the identified violation and to prevent recurrence. Consequently, [

no reply to this violation is required and we have no further questions .
