SUBJECT REVISION TO MANUAL CHAPTER 05 M NAGEMEN OF PLANT-SPECIFIC HACKFf77tNG OF OFtRATING POWER REACTORS
- On February 4, I sent you a draft revision of the subject Manual Chapter for b coment. The feedback and connents we received were very useful in improving the document. Likewise, during the n the regions and headquarters offices j being conducted by Jim Sniezek and his staff, issues may be identified which should be further addressed. The interim guidance will then be converted to a formal NRC Manual Chapter. It is envisioned that the Manual Chapter and the attendant program office and regional office implementing procedures will be living documents that are revised as necesst"y to reflect the lessons learned during their implementation.
Regarding the other related issues identified in my February 4 memorandum, the proposed schedule for the initial round of seminars to discuss backfit management with your key managers and staff, as arranged with your staff, is specified in Enclosure 2. The reco dkeeping and reporting requirements are being developed by RM in coordination with your staff. It is expected that the Backfit Data Base will be operational by May 30.
The generic letter to utilities advising them of the revised process will be z
sent soon af ter May 1. You will be provided an opportunity to coment on the generic letter. You can expect to receive a draft for cerment the week of April 15.
As requested by the regions and discussed in several of our weekly conference calls, the ROGR staff has developed a draft implementing procedure for the regions. Using this draft (Enclosure 3), Regional Administrators should prepare individual office procedures and forward them to me for approval by April 30. concern with the basic requirements for structure and content of the regional procedure as shown in the draft enclosed. The ROGR staff is presently reviewing the program office implementing procedures. Program offices can expect to receive feedback the week of April 15.
