SUBJECT:

MILLSTONE NUCLEAR POWER STATION, UNIT 3 - N-1 LOOP OPERATION In my letter to you dated February 11, 1987, I enclosed the staff's reactor systems safety evaluation related to your request to operate with N-1 loops.

Section 5, Steam Generator Tube Rupture (SGTR) for 3-Loop Operation listed three items of information required at least six months prior to the first refueling outage.

Since the staff's review of SGTR generic reports WCAP 10698 and WCAP 11002 is not yet complete, we will extend the time available to you to provide this information and any other information which may be required as a result of the staff's review of these reports. Although we plan to establish a new schedule following issuance of our SER, we expect to request you to provide this information prior to startup following the first refueling outage. The basis for our conclusion that Millstone 3 can operate for the first fuel cycle before this issue is resolved remains unchanged.
