BYRON STATION UNITS 1 AND 2 AND BRAIDWOOD STATION UNITS 1 AND 2 -

LICENSE AMENDMENT REQUEST DATED SEPTEMBER 28, 1988 By letter dated September 28, 1988 Commonwealth Edison Company requested a change to the Byron and Braidwood Technical Specifications. The proposed amenament request was to change the Action Statement requirements to Specification 3.1.3.1 to restrict control rod movement and thermal power in the event of multiple inoperable but trippable control rods.

The NRC staff has reviewed the submittal dated September 28, 1988. The submittal does not provide a technical analysis of the proposed (*.oge but makes broad general statements. Additionally, there are no bases provided in the description and sunnary of proposed changes which are specific to Byron and Braidwood.

In order to complete a review and make an evaluation of the changes which Connonwealth Edison has proposed, a complete technical presentation needs to be made. The fact that Westinghouse believes the action in the Technical Specifications is unnecessary and that the NRC has allowed otter licensees to change their Technical Specifications does not justify these changes to the Byron and Braidwood plants.

Each facility must make their own assessment and stand on the merits of their own evaluation.

Because this request does not address the necessary technical information needed to complete a Safety Evaluation Report (SER), the NRC staff has detemined that this submittal is not e iequate as it now stands. Should you 9 F~C l c
