Gentlemen:
This refers to the inspection conducted by Messrs. W. P. Haass, A. Vietti-Cook,
C. Early, and G. L. Madsen during the period May 5-8, 1986, regarding the TUEC
programs established to identify and investigate safety concerns of workers at
the Comanche Peak plant site, and to the discussion of our findings with
Mr. W. G. Counsil, and other members of your staff on May 8,1986.
Areas examined during the inspection in'cluded the applicant's policies,
procedures, and implementation of the Comanche Peak site Ombudsman and SAFETEAM
programs. These programs were set up to receive, evaluate, and resolve concerns
arising during plant design and construction which might not otherwise come to
the attention of TUEC or to the attention of the NRC.
Because these programs
fulfill an important function, we decided to evaluate their effectiveness even
though these programs are not specifically required by NRC regulations. The
inspecticn consisted of selective examination of procedures and representative
records, interviews with personnel, and observations by the inspectors. The
inspection findings are documented in the enclosed inspection report.
During the August 26-29, 1985 NRC inspection, some areas for improvement to the
SAFETEAM program were identified. As a result, TUEC evaluated each item and by
letter dated May 14, 1986, from W. G. Counsil to Eric H. Johnson, a formal
response was provided.
Within the scope of this inspection, no violations or deviations were identified.
