ORDER IMPOSING CIVIL PENALTY: EA 84-59 (REFERENCE REPORT NOS. 50-321,366/84-18)
This refers to your letter of August 6, 1984 in response to the Notice of Violation and Proposed Imposition of Civil Penalty, EA 84-59, sent to you with our letter of July 10, 1984. The violation, which was brought to NRC attention by your staff on May 22, 1984, resulted in an NRC special safeguards inspection of activities authorized by NRC License Nos. DPR-57 and NPF-5 on May 30,1984 at the Edwin I. Hatch Nuclear Plant, Units I and 2.
After giving careful consideration to your response, we have concluded for the reasons given in the enclosed Order that no mitigation is warranted for the proposed civil penalty. As previously described in our July 10, 1984 letter, the civil penalty imposed by this Order is intended to emphasize the need for Georgia Power to ensure that security personnel adhere to established procedural requirements.
In accordance with 10 CFR 2.790(d) and 10 CFR 73.21, safeguards information is exempt from public disclosure. Therefore, the Appendix to the enclosed Order will not be placed in NRC's Public Document Room.
The responses directed by this letter and the enclosed Notice are not subject to the clearance procedures of the Office of Management and Budget, issued under the Paperwork Reduction Act of 1980, PL 96-511.
