Gentlemen:

'

Enclosed for your review, prior to~our scheduled meeting of November 26, 1984,

is the SALP.4 Board Report for the Braidwood Nuclear Station Units 1 and 2,

covering the period January.1,1983 through June 30, 1984.

.

1Your; regulatory performance at the Braidwood Station was considered to be

' ' '

1 acceptable during this: assessment period.

The rating d_eclined from.a Category

4

,

1 to a Category 2 in one: area (Licensing Activities) and from a Category 2 to

Da Category 3.in one' area (Piping Systems and. Supports). The rating remained

at:a Category 2 in three areas (Containment and Other Safety-Related Structures, .

iSupport Systems, and Electrical. Power Supply and Distribution) and at a Category

H3 in twoEfunctional areas ~(Safety-Related Components, and Quality Assurance and

? Administrative.' Controls). Additionally, three areas that were not rated during

the previous SALP, are now rated at a Category 2 (Instrumentation and Control

Systems, Construction and.Preoperational Testing, and Health Physics).

During the fir'st part of the SALP period, your performance with regard to

~

< identifying and implementing corrective' actions to resolve known problems

and nonconforming conditions was of significant concern to us.

However, during

the last part of.the SALP period, your performance improved. considerably and in

most cases.your corrective: actions have been responsive and adequate. Overall, your

,

,

regulatory performance within the SALP period'showed an improving trend.

,

'

We recognize that. CECO management has become more concerned with the construction

7*

'problemslidentified at Braidwood. The management personnel changes that have-

D

2been made are. viewed positively by the NRC. We also consider the Braidwood

~

,

L'-

-Construction Assessment Program (BCAP),.developeo-during the latter part of the

SALP.-pericd,- to be a positive action. We are continuing to follow this program

;E'

closely!toidetermine its effectiveness.
