This is to advise you of an inspection initiative that has been implemented NRC 6Ide for all operating reactors.

Periodically, one or more subject areas b

(e.g., plant configuration control, maintenance, emergency operating procedures) will be selected for specific team inspection emphasis in the fundamental inspection program. Maintenance has been selected as an area of emphasis by the Director of Nuclear Reactor Regulation, after consultation with the Regional Administrators, and with input from various NRC offices.

Maintenance team inspections will be scheduled at each of the Region IV facilities within the next two years.

The purpose of the inspection is to evaluate each licensee's maintenance performance, both safety related and balance of plant, against existing regulations, industry standards, and accepted good industry practices. The inspection will address all aspects of maintenance performance including preventive and corrective maintenance, its scheduling, planning, performance, parts acquisition, and engineering support.

To accomplish this task, Region IV has selected two team leaders and formed a multidisciplined inspection team. The team leaders are Dennis L. Kelley and Raymond P. Mullikin.

The teams engineering discipline areas are: mechanical, electrical, instrument / control, health physics, and management evaluation.

The inspections will consist of two on-site inspection weeks separated by a week of off-site inspection. Several weeks prior to the inspection you will receive e letter identifying the team members, specifying the schedule dates of the inspection, a request for specific infonnation, and identifying a one or two day site visit by the team leader to discuss in detail the scope of the inspection.
