Dear Mr. Counsil:

SUBJECT:

FSAR TA8t.E 17A-1, "I.IST OF QUAI.ITY ASSURED STRUCTURES, SYSTEMS AND COMPONENTS" Amendment 59 of the Comanche Peak FSAR included changes to FSAR Table 17A-1, "t.ist of Ouality Assured Structures, Systems and Components." Amendment 59 deleted the reference to note 8 for the masonry walls listed in the table.

Note R stater: " Critical parts required to maintain structural integrity during a seismic event are sub.jected to an Operational 0A Program which satisfies applicable requirements of Regulatory Guide 1.33, Rev. 2."

We are concerned that plant modifications during the operations phase could (1) add safety-related masonry walls or (2) add or relocate safety-related supports or hangers ad.iacent to or on masonry walls without the controls of TU Electric's 10 CFR 50 Appendix 0 QA program. We reauest that you replace the reference to note R for the masonry walls in Table 17A-1 of the CPSES FSAR or . justify not doina so. For the same reasons, we also request that the safety-related masonry wall supports, deleted by Amendment 59, be replaced in the table or .fustification given for not doing so.

Sincerely,

/5/
