Enclosed is an application for a license (XSOU8764), recently received by the Nuclear Regulatory Commission, for the export of 125,237 kilograms of natural uranium and 39,360 kilograms of thorium contained in calcium aluminate slag for use as a steelmaking additive (a non-nuclear end use).

Before taking action on this request, we would appreciate your views, in accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as 1

amended.

We understand that the material you propose to export to Canada contains naturally occurring radioactive prescribed substances tivit are not related to an activity associated with the development, application or use of atomic energy. In this case, we would like to advise you that AECB will not itquire the i otential recipient companies in Canada to obtain un import licenco for the material at this time.

Integral Solids & Solutions (ISS) has customers located in Canada that are interested in

]

our product " CANAL" synthetic slag fluidizer. These customers are steel produoers. This product sids in the produchon of clean steel by allowing the slag to remain fluid and thereby increasing its ability to absorb impup such as metal oxides i

This product is manufactured by Shieldalloy ' etallurgical Corp. of Newfield, NJ and is regulated M

by the NRC Scause it containa small amounts of uranium and thorium. This uranium and thorium neither adds to nor subtracts from the performance of this product.

Per the attached, completed Form 7, ISS seeks an export license for this product from the NRC which will allow us to fill our customers' requirements in Canada. As outlined above, this is a non-nuclear usage.

The attached authorization letter is from the Atomic Energy Control Board of Canada. If you wish to contact Mr. Rao Avadhanula to authenticate this authorization, he can be reached at (813) 995-2618.

We ask that you act expeditiously and grant us a license for the exportahon of 100,000 tons (90.718,474 kilograms) over a period of the next three years. This is the anticipated demand for our product within the Canadian marketplace.
