Dear Sir:

In the referenced report LP&L committed to address an athropometric concern with the highest row of meters on the remote shutdown panel (LCP-43) by providing a permanent metal deck in front of the panel.

Since that time we have completed our review of this panel and have concluded that a superior human factors improvement would be to pr, vide duplicate meters or rely on equivalent meters at lower levels on the panel.

This matter was discussed with your Ms. Ann Ramey-Smith by our Mr. Don Lowe on March 31, 1983. At that time Ms. Ramey-Smith agreed in concept, and requested that we provide additional information including the panel enhancement drawing and information on the height of non-duplicated instruments.

Attached to Ms. Ramey-Smith's copy of this letter is the latest revision of the remote shutdown panel enhancement drawing. The copy is marked to indicate the three new dual scale meters (i.e., pressurizer pressure - wide and narrow range, and neutron flux) as well as the equivalent meters for steam generator pressure and level and pressurizer level.

It should be noted that wide range steam generator level indication is more relevant during emergency shutdown than the narrow range provided in the upper row.

The elevations in inches above the floor are also shown for the highest row of meters, the highest row of non-duplicated meters, the additional meters and the existing meters of interest.

Mr. G.-Knighton W3T83-0138 Pege 2 equivalent display at a lower level in order to accommodate shorter operators. 'The upper displays may be used for reference, and do not require any precision in reading on the part of the operators.

Compared with our preliminary enhancement drawing, you will be pleased to note that since December we have initiated changes to relocate 17 meters and 23 switches in order to improve the functional grouping and presentation of this panel to our operators. We believe that the remote shutdown panel can now be enhanced to.the same level as our main control room panels. Our present objective is to implement all changes and enhancements prior to Licensing, however, considering the subatantial amount of work, we request that our firm commitment be extended.to the-five percent power level for completion of the enhancements of LCP-43.
