Dear Mr. Keppler:

On December 22, 1982, Mr. L. G. Yeager of Public Service Company of Indiana, Inc. (PSI) notified your office of a potentially reportable item as required by 10 CFR 50.55(e). Westinghouse notified PSI of the potential for certain Westinghouse manufactured gate valves to indicate they are " closed" prior to the valve disc fully isolating flow. Should the valve stall or bind following the premature indication, the plant operator would have an inaccurate indication of the true valve position.

Depending on the valve application and consequences of inaccurate closure indication, the wiring of certain valves needs to be modified to meet oper-ational safety requirements. A plant-specific review for Marble Hill was performed by Westinghouse and identified valves 8802A, 8802B, 8809A, 8809B, 8835, and 8840 as requiring modification. For these valves, incorrect position indication by itself causes an unacceptable situation that violates the established licensing basis. Affected valve applications where other means of flow indication or flow isolation is available have also been identified. Westinghouse has written a Field Change Notice (FCN) documenting the corrective actions necessary to ensure accurate valve indication.

Also with the FCN is the repair procedure documenting the methods to be used in performing the corrective actions.
