Subject: Resident Inspection 50-213/88-15 (August 1 - September 27,1988)

This transmits the findings of tre routine NRC inspection of the Haddam Neck Plant

by Mr. J. T. Shediosky and Ms. A. A. Asars.

These findings have been discussed

with Mr. D. B. Miller of your staf f.

No violations vere identified and no reply to this letter is required.

Operational conservatism was noted in the actions tsken by your staff in re ponse

to the failure of a charging pcmp and also in anticipation of elevated service

water temperatures.

In addittun, your engineering analysis concerning improvements

,

in the plant fire protection systems resulted in the discovery of a previously un-

Identified limiting location for a 10 CFR Part 50, Appendix R fire.

These three

issues are discussed within the enclosed inspection report.

In reference to the effects of the new fire scenario at the inside of containment

electrical penetration area, we uiderstand that the cable separation problem iden-

tified with the No. 2 Containment Air Recirculation Fan will be corrected during

the next refueling outage.

Pleata notify us if you do not consider this a commit-

ment on your part.

Thank you for your August 30, 1991 reply describing corrective actions for the

vital area barrier degrr.dations iitentified in NRC ' Spection Report 50-213/88-12.

These actions were reviewed during this inspection .snd found to be adequate.
