' Lidanse Amendment Nos. 78 and 67 dated May 8,1986 for North Anna Units

'/

No.1 and 2 respectively, revised the North Anna Technical Specifications in response.to !.s Virginia Electric and Power Company request dated

' November 8,

l'9 d4.

These Technical Specifications require the Station Nuclear Safety and Operating Committee (SNSOC) to review changes to the Proces.s Cont' ol Program (PCP) and Offsite Dose Calculation Manual (ODCM),

r and staie that the PCP and ODCM "shall become effective upon review and acbeptarice by the SNSOC." SNSOC acceptance is certified by an Assistant StatiCn Manager's signature approval of the document.

This approval

~

process,is consistent with our request for license amendment and past statioa practice.

- Our safety analysis which accompanied the request for license amendment and the Staff's safety evaluation associated with Amendment Nos. 78 and "67' describe a different approval process. Both of these references state

/

'that the Station Manager will approve changes to the PCP and ODCM lfollowing SNSOC review and acceptance of the changes.

This commitment

- ' > exceeds the requirements of the Technical Specifications.

We have reviewed this commitment and concluded that Station Manager approval is

,i not n'ecessary to assure adequate program control. Therefore an Assistant

/

Statton Manager will sign future revisions to the PCP and ODCM certifying f

SNSOC review and acceptance as required by the Technical Specifications.

If you ' ave any questions regarding this matter please contact us.

h Very truly yours,
