Gentlemen:

Enclosed for your review, prior to our scheduled meeting on March 25, 1987, is

the SALP Board Report for the Zion Generating Station, covering the period of

October 1, 1985, through November 30, 1986.

In accordance with NRC policy, I have reviewed the SALP Board recommendations

and concur with their ratings. It is my view that Commonwealth Edison Company's

conduct of nuclear activities in connection with the Zion Generating Station

reflects adequate sensitivity to nuclear safety. The following specific areas

merit particular highlighting:

1. A Category 1 rating was given in the new functional areas of Outages,

and Training and Qualification Effectiveness.

2. Continued Category 1 perfonnance was noted in the areas of Security and

Licensing Activities.

Overall, we found your performance acceptable and directed toward safe

facility operation. Seven areas remained at a Category 2 rating and

require continued and aggressive management attention to achieve an

improved level of performance desired by both the NRC and you.

While you will have sufficient opportunity to present your coments at the

meeting on March 25, 1987, we also request written coments within 30 days

after the meeting. Upon receipt, your coments will be evaluated and our

conclusion relative to them will be provided to you.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2

Title 10, Code of Federal Regulations, a copy of this letter and the SALP

Report will be placed in the NRC's Pu'olic Document Room.
