Gentlemen:

This refers to the special safety inspection conducted by J. P. Patterson of

this office on July 9, 1986, of activities at Palisades Nuclear Power Plant

authorized by NRC Operating License No. DPR-20 and to the discussion of our

findings with Mr. L. Kenaga and others of your staff at the conclusion of the

inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

No violations of NRC requirements were identified during the course of this

inspection.

However, it was determined during this inspection that following

a reactor trip on May 19, 1986, the control room staff took 1!s hours to

classify this incident as an Unusual Event.

Our inspection revealed that

sufficient information was available for your staff to properly classify this

incident as an unusual event instead of reporting the incident as a 4-hour

non-emergency. We are disturbed by this excessive lapse of time prior to

classification.

IE Information Notice No. 85-80, Timely Declaration of an

'

' Emergency Class, Implementation of an Emergency Plan, and Emergency Notifications,

clearly identifies your responsibilities to promptly identify and report .

incidents at your facility.

Untimely delays at this critical point will delay

I

appropriate response to an emergency by all agencies.

Although we feel the delay was not warranted, bised on your past performance

and other actions taken at the time of the event, we have concluded that

enforcement actions at this time would not be appropriate.

We determined that

the improper classification was an isolated incident as demonstrated by the 36

previous correct and timely classifications made by your staff in the last year.

In addition, had the NRC been notified earlier of the event, we would not have

activated our incident response center.

It was also noted that you had already

initiated corrective actions to ensure that delays of this nature will not

recur in the future.
