Enclosed are:

1) Three (3) originals and thirty-seven (37) copies of an Application for Amendment to our operating license to revise the modes specified for the Manual, Automatic Actuation Logic and High Steam Pressure Rate signals which initiate Steamline Isolation specified in Tables 3.3-3 and 4.3-2. These changes are proposed to reflect draft revision 5 of the Standard Technical Specifications.
2) Forty (40) copies of documents designated Attachments A and B which set forth the change in technical specifications and its no significant hazards determination.

A check in the amount of $150.00 is attached as payment of the license amendment application fee in accordance with 10 CFR 170.

APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the U. S. Nuclear Regulatory Commission (the " Commission"), Duquesne Light Company ("DLC"),

holder of Operating License No. DPR-66, hereby requests that the Technical Specifications set forth in Appendix A to that license be amended by revision to the modes specified for the Manual, Automatic Actuation Logic and High Steam Pressure Rate signals which initiate Steam Line Isolation specified in Tables 3.3-3 and 4.3-2.

The proposed technical specification change is set forth in Attachment A to this Application. A no significant hazard evaluation is set forth in Attachment B. Based on the guidance provided by the Commission, the proposed changes have been determined to involve no significant hazards consideration in accordance with 10 CFR 50.92.

WHEREFORE, Applicant respectfully requests that Appendix A to Operating License No. DPR-66 be amended in the form attached hereto as Attachment A.
