Inspection Report Nos. 50-245/88-14 and 50-336/88-20

This refers to the environmental qualification (EQ) inspection conducted by

Mr. Leonard Cheung of this office on August 16-19, 1988 at your corporate

office at East Berlin, Connecticut, of activities authorized by NRC License

Nos. OPR-21 and DPR-65 and to the discussions of our findings held by

Mr. Cheuno with Mr. R. Harris and other members of your staff at the conclusion

of the inspection.

Areas examined during this inspection are described in the NRC Region !

Inspection Report which is enclosed with this letter. Within these areas, the

inspection consisted of review of environmental qualification records and

interviews with personnel.

This inspection identified several potential violations

These deficiencies

were previously identified by your staff. As discussed in our letter to you,

dated October 4,1988, we plan to hold an enforcement conference in the near

future to discuss the Millstone 2 Ideal Model 748 wirenut deficiencies and

several equipment deficiencies for the Millstone 1 Standby Gas Treatment

System.

These items include PE/PVC cables. GE EB-5 terminal blocks, Honeywell

Microswitches and 3M "Scotchlock" wirenuts. We will notify you of our

actions regarding all of the potential violations identified in this report in

the future.

No reply to this letter is required. Your cooperation with us in this matter

is appreciated.
