Gentlemen:

This refers to the inspection conducted by Messrs. J. A. F. Kelly, and R. A.

Caldwell of this office during the period September 13-16, 1988, of activities

authorized by NRC Operating Licenses DRP-51 and NPF-6 for Arkansas Nuclear One,

Units 1 and 2, and to the discussion of our findings with Mr. J. M. Levine and

other members of your staff at the conclusion of the inspection.

Certain areas within the security program were examined during the inspection.

Within these areas, the inspection consisted of selective examination of

procedures and representative records, interviews with personnel, and

observations by the NP.C inspectors. The inspection findings are documented in

the enclosed inspection report.

During this inspection, it was found that certain of your activities were in

violation of HRC requirements. The NRC inspectors reviewed your corrective

actions taken during the inspection uhich included immediate corrective steps

and corrective steps which will be taken to avoid further violations.

Therefore, no response to the Notice of Violation attached to this letter is

! required.

We have also examined actions you have taken with regard to previously

, identified inspection findings. The status of these items is identified in

paragraph 2 of the enclosed report.

The material enclosed herewith contains Safeguards Information as defined by

10 CFR Part 73.21 and its disclosure to unauthorized individuals is prohibited

by Section 147 of the Atomic Energy Act of 1954, as amended. Therefore, the

materiel, with the exception of the report cover page which is an inspection

summary, will not M placed in the Public Document Room.
