KThompson RIngram We have reviewed your letter dated April 11, 1986, concerning the seismic design of Arkansas Nuclear One, Unit 1 (AN0-1).

It appears that your procedures do not routinely consider the interaction of non-seismically designed (Catagory II) structures, systems or equipment which are directly connected to or over and in the proximity to Seismic Catagory I structures, systems or equipment (Catagory II/Catagory I). You have indicated that you do not judge current Catagory II/Catagory I considerations to be part of the licensing basis for ANO-1 because the current Catagory II/Catagory I requirements are different from those that were in effect during the period in which ANO-1 was designed, built and licensed.

The interaction of Seismic Catagory I and Non-seismic Catagory II structures, systems and components are currently addressed at AN0-1 as follows:

Non-seismically Catagory II equipment and piping systems whose failure or excessive movement could cause a failure of Seismic Catagory I structures are restrained so as not to cause a failure of only these structures, Where Seismic Catagory I piping is directly connected to Non-seismic Catagory II piping, the entire system is analyzed to the first seismic anchor as an integral Seismic Catagory I piping system.

All other Non-seismic Catagory II structures, systems and components are only designed to the Uniform Building Code.

AN0-1 is in northwestern Arkansas, an area of relatively low seismicity.

NUREG/CR-1577 (An Approach To Seismic Zonation For Siting Nuclear Electric Power Generating Facilities In The Eastern United States) indicates that the siteregionhasexperiencedlessthan4earthquakesofModifiedMergalli l

intensity III or greater or of magnitude 2 or greater per 11,680 km during l

the period 1800-1977. The nearest source of major seismicity is the New l

Madrid seismogenic zone which is approximately 250 kilometers at its closest approach to this site.

l Based on these considerations ANO-1 is in an area which does not appear to have high seismic hazard and, therefore, there is not an immediate earthquake i

l threat which is considered to be of sufficient safety significance to require l

. a formal analysis of ANO-1 to current licensing standards. However, there is still a staff concern about this issue in that the potential for damage to seismic Category 1 equipment during an earthquake may exist.

A resolution to this issue would be the implementation of the proposed criteria resulting from the technical resolution of USI A-46, " Seismic Qualification of Equipment in Operating Plants." This program has been under development with industry participation and is nearing final resolution.

It is our understanding that AN0-1 is are of the plants that would be subject to the criteria defined in resolution of A-46.

This program currently includes performance of a seismic systems interaction review. The systems interaction review is limited to the review of Non-seismic Category II structures, piping and equipment affecting equipment needed to take the plant to a hot shutdown condition.

It is 4

anticipated that the final resolution of USI A-46 will be issued by September, 1986. We will keep this issue open pending resolution of USI A-46.

Upon resolution of A-46 we will inform you of the criteria which have been determined to be applicable to ANO-1.
