Gentlemen:

This forwards the report of the Systematic Assessment of Licensee Performance

,

(SALP) for the River Bend Station. The SALP Board met on March 25, 1986, to

evaluate performance of the River Bend facility for the period January 1,1985,

through January 31, 1986. The performance analyses and resulting evaluations

are documented in the enclosed SALP Board Report.

The performance of your facility was evaluated in the selected functional areas

identified in Section IV of the enclosed SALP Board Report.

The overall performance of Gulf States Utilities at the River Bend Station

indicates a high level of dedication to nuclear safety and a high degree of

technical competence. The involvement of management in assuring quality and in

resolving technical issues with safety significance is a noteworthy strength.

We encourage your continued close attention to assure that the transition to

operations is carried out smoothly.

Two functional areas, Fire Protection and Startup Testing, were found to be in

Category 1.

There were three functional areas evaluated as Category 2; however,

this was based on limited data.

These three functional areas are Operations,

Training, and Emergency Preparedness. We believe that your performance was

generally strong enough in these areas that with only slight improvement, a

performance Category 1 could be achieved.

Your conplete and rapid reporting of

operating events and your generally thorough assessment of these events were of

particular note. We found that your performance in the functional area of

Licensing was strong throughout the period of licensing. You were assessed a

performance Category 2 in the functional area of Quality Assurance and Admini-

strative Controls, and the SALP Board noted some problems in this area. We are

concerned about the staffing in the auditing and quality surveillance groups and

in the difficulty associated with your assumption of design control activities

from the architect engineer. We believe that continued close management

involvement in resolving these problems is warranted.

for this reporting period. Any request for a management meeting should be made

issuance of this SALP Board Report. Your comments, if submitted, and our

disposition of them, will be issued as appendices to the SALP Board Report.
