Our letter to you dated May 10, 1985, requested'a $150 application fee for your February 8,1985 application. This application transmitted an updated Safety Evaluation Report (SER) for the Reactor Building Decon-tamination and Dose Reduction Activities for the Three Mile Island Nuclear Station Unit No. 2. By letter dated May 17, 1985, you stated that an application fee is not required since the SER was transmitted to the NRC solely for information.
The Office of Nuclear Reactor Regulation (NRR) staff has informed us that this SER is an update of an earlier evaluation submitted by you on September 29, 1983, for which a Class III fee ($4,000) was assessed pursuant to 10 CFR 170.22 of the March 23, 1978 regulations. Your Corporation was notified of the NRR staff's approval of the February 8 submittal by letter and Safety Evaluation dated September 25, 1985.
While you submitted the updated SER for information only, it is the NRR staff's position that review was required to assure that the decontamina-tion and dose _ reduction activities would be accomplished in a safe manner and provide a work environment for reactor defueling and disassembly that would be consistent with the ALARA concept. Consequently, you will be billed for this review in the next invoices issued for the billing cycles ending June 22 and December 21, 1985.
