Dear Mr. Keppler:

This report is submitted pursuant to the requirements of Callaway Technical Specification 3.1.1.3.a.

On April 15, 1986 during the conduct of initial Low Power Physics Tests, a positive moderator temperature coefficient of 0.01 pcm/*F was measured per procedure ESP-ZZ-00009, Moderator Temperature Coef ficient Measurement at Zero Power. Low power physics testing continued sub-sequent to this measurement in accordance with Special Physics Test Exception Specification 3.10.3.

Following measurement of isoth'rmal temperature coefficient with Bank D inserted and with Banks D and C inserted, and measurement of bank worths for Control Banks C and D, interim bank withdrawal limits have been determined. These withdrawal limits have been conservatively established to ensure a Moderator Temp-erature Coef ficient of - 1 pcm/*F is maintained. These limits are provided as Attachment 1 to this report. The burnup necessary to re-store a negative Moderator Temperature Coefficient under the most limiting plant conditions (Hot Zero Power, All Rods Out, No Xenon) has been calculated to be 4000 MWD /MTU. This core average burnup carresponds to a Boron Concentration of 1430 pps at the conditions stated and has been calculated to yield a Moderator Temperature Coefficient of - 1 pcm/*F.

The rod withdrawal limits included as Attachment I will be imposed until a core burnup of 4000 MWD /MTU has been achieved.
