Dear Mr. Muench:

SUBJECT:

WATERFORD 3 AUXILIARY PRESSURIZER SPRAY SYSTEM By letters dated June 13, 1985 and March 11, 1986, Louisiana Power and Light Company submitted the results of confirmatory tests of the auxiliary pressurizer spray (APS) system performed to satisfy Paragraph 2.C.12 of Facility Operating License No. NPF-38 for the Waterford Steam Electric Station, Unit No. 3.

2 The staff has completed its review of the above-referenced information and concludes that your responses have satisfactorily demonstrated that the Waterford 3 APS system can perform the necessary depressurization to meet the single-tube rupture accident acceptance criteria of SRP 15.6.3 with the loop j charging isolation valve failed open. Therefore, Paragraph 2.C.12 of NPF-38 has been satisfied.

Details of the staff's review are contained in the enclosed SER.

Sincerely, James H. Wilson, Project Manager PWR Project Directorate No. 7 Division of PWR Licensing-B .
