PROPOSED IMPOSITION OF CIVIL PENALTY - $100,000

. This is to inform the Commission that a Notice of Violation and Proposed Imposition of Civil Penalty in the amount of $100,000 will be issued on or about May 6,1986 to Commonwealth Edison Company. This action involves the

- use of surveillance procedures at its Byron Station that contained incorrect valve alignments for the residual heat removal system (RHRS) which resulted in neither train of the RHRS being able to inject into the four legs of the reactor coolant system. The action also involves incomplete surveillance testing on the solid state protection system, the failure to apply action statements after potentially explosive gas mixtures were found in the waste gas holdup tank and an inadequate postmaintenance inspection on the control room ventillation system.

It should be noted that the licensee has not been specifically informed of the enforcement action. The Regional Administrator has been authorized by the Director, Office of Inspection and Enforcement, to sign this action. The sch.edule of issuance and notification is:
