Dear Sir:
As a result of discussions with the Staf f, additional information/
clarification was requested regarding the operability time justification of items in Reference (b) and how this justification satisfies the re-quirements of Regulatory Guide 1.89, paragraph C.4.
POWER CONTROL AND INSTRUMENT CABLES The long term failure of the power or control cables will not be detrimental to plant safety.
The long term failure of the instrument cable will result in a ground alarm. Valve position will still be indicated. To clear the ground alarm the specific portion of the ef fected circuit would be removed.
Furthermore, position indication will be known prior to cable failure.
Therefore, the long term loss of the instrument cable will not mislead the operator.
RADIATION MONITORS The long term failure of the radiation monitors will not be detri-mental to plant safety or mislead the operator because their failure will not impact other safety related equipment and additional safety related monitors are relied upon to measure radiation levels in the effected areas.
