SUBJECT:

Radiological Emergency Response Plan Survey Government agencies, including school districts, located within a ten mile radius of the nuclear-fueled reactor under development in Limerick Township are currently involved in the development of plans to respond to various types of incidents which potentially can occur in the operation of such facilities. The im-petus for such planning lies in State law and regulations rather than voluntary effort to assist private enterprise in resolving some of the issues which must be addressed in the process of bringing the plant to operating status.

Any plan which may be developed by your school district will be designed to provide a prudent response to an emergency for which the school district has neither responsibility nor control. Such plans will not assure the safety of young-sters. Only safe operation of the reactor facility can provide that degree of security. The school district's response will be that of addressing a moral and expected obligation of governmental agencies to promote the safety and welfare of those whom they serve.

Emergency evacuation plans are developed in anticipation of need but with little expectation that the occasion for their implementation will ever arise. This statement has a factual basis without any effort to assess the potential risk associ-ated with the operation of the plant. School will be in session during only about 16-17% of the plant's annual hours of operation. Any incident occurring during 84% of the total operating hours involves little or no responsibility for the school.

During those hours when school is in session, low-level incidents can occur at the plant without any other than preliminary readiness activities being implemented by administrative personnel.

Major incidents, of which there has only been one in the history of the nuclear-power industry in this country, can involve the responsibility of sheltering or evacuation if the incident occurs during school hours. A sheltering advisory will be issued only under circumstances in which the Pennsylvania Emergency Management Agency deems remaining indoors to be less hazardous than leaving the minimal protection afforded by most structures. Shelter advisories are probably appropriate only under circumstances in which radioactive gases have been emitted and are expected to be quickly dissipated by prevailing winds.

Page 2 The need to evacuate students by bus to a host school district (Colonial, for this school district) can occur during a major incident by executive order of the Governor of the Commonwealth. The success of any such evacuation will depend on the availability of all necessary resources, the highest possible level of organization and coordination among a numbar of agencies, and a reasoned and rational response by most citizens.

The purpose of this memorandum is to determine the extent to which an ade-quate number of bus drivers will be available to transport students during an evacuation order. Each of you will have to decide what you will do if such an order is issued. Although your initial concern may be for your own safety. I am sure that you recognize that the safety of all residents is likely to be jeo-pardized if no concern for others exists during a time of need. For example, it obviously is much more likely that students can be evacuated more quickly and safely in a single vehicle which may accommodate fifty (50) of them than would

~ be the case if transportation were available only in private automobiles. However, my purpose in communicating with you is to determine your willingness to serve in an emergency rather than to persuade you to do something which rnay not re-flect either your intent or desire.

Please complete the attached survey form and return it to me promptly in the enclosed postage paid envelope. You may be assured that your response will have no subsequent bearing on your employment status or your assignment.

The information you provide is required solely for the purpose of identifying the number of additional personnel which will be required if a plan for evacuation ever has to be implemented.
