Dear Mr Jones:

Diablo Canyon Power Plant NPDES Permit No. CA0003751, Order No.85-101, Provision D.4 Annual Progress Reports In accordance with Provision D.4 of the Diablo Canyon Power Plant (DCPP)

National Pollutant Discharge Elimination System (NPDES) permit, and Reporting Requirement No. 5 of the Monitoring and Reporting Program, Pacific Gas and Electric Company (PGandE) is submitting the following reports:

{

} 1. The Provision D.4.a annual progress report: the 1985 Thermal Effects Monitoring Program (TEMP) (Attachment 1). This report, the latest in a series of reports dating back to 1976, is the first one to present data j collected after the commencement of Unit 1 commercial operation.

2. The Provision D.4.b annual progress report: the Section 316(b) Clean Water Act compliance studies (Attachment 2). The 316(b) studies were initiated in January, 1985, and information has been compiled on (1) the operational characteristics of the cooling water system and source waterbody, (2) the j; waterbody population, (3) the entrainment and impingement of organisms and 1 (4) alternative intake technologies. Data collected to date show very low 3 densities of organisms in the source waterbody, approximately .1 .2 organisms per cubic meter. The impingement abundance studies have been j completed, but the impingement survival studies were not conducted during J 1985 because of the low numbers of organisms collected during the

{ impingement abundance studies. Entrainment abundance studies were initiated in October,1985, and will continue through September,1986.

Please call Mr. John Warrick at (805) 595-7373 if you have any questions or comments concerning these reports, or desire additional information.
