SUBJECT:

SCHEDULE FOR IMPLEMENTATION OF MODIFICATIONS FOR ANTICIPATED TRANSIENTS WITHOUT SCRAM (ATWS) AT TMI-1 By letter dated October 8, 1985, you submitted your proposed course of action

-and schedule for complying with 10 CFR 50.62 (ATWS Rule) for TMI-1. Your proposed solutions are directly related -to the Babock & Wilcox Owners Group (BWOG) efforts to resolve this issue. As you know, 10 CFR 50.62 prescribes a final schedule which shall be " mutually agreed upon by the Commission and the licensee".

By letter dated September 11, 1986, you indicated that NRC review of the BV0G conceptual design has not been sufficiently timely to enable you to meet your originally proposed schedule, which called for the completion of ATWS modifications prior to startup from the Cycle 7 refueling outage. You therefore changed your commitment to completing the ATWS modifications prior to startup from the Cycle 8 refueling outage.

Our current schedule for completing the BWOG conceptual design reviews is consistent with this schedule. Our review should be completed with sufficient lead time for you to complete engineering, design, procurement, and installation of required modifications at TMI-1 during the Cycle 8 refueling outage.

Therefore, pursuant to your commitment and 10 CFR 50.62(d), you will be required to complete all ATWS modifications for THI-1 prior to the startup from the Cycle 8 refueling outage.
