Inspection Summary: Routine, Unannounced Physical Security Inspection on

February 18-21, 1986 (Combined Inspection Nos. 50-317/86-04 and 50-318/86-04).

Areas Inspected: Followup on Security Program Event Reports; Status of

Inspector Followup Items; Security Plan and Implementing

Procedures; Management Effectiveness; Testing and Maintenance; Physical

Barriers (vital area); Lighting; Assessment Aids; Detection Aids (Protected

Area) and Personnel Training and Qualification.

Results: The licensee was in compliance with NRC requirements in the areas

examined, except as follows:

(1) Security Event Reporting - Failure to properly implement a procedure

in the Security Contingency Plan; and,

(2) Testing and Maintenance - Failure to include certain intrusion

devices in the testing program.

The inspector also interviewed other members of the licensee's proprietary

security force and several contract security watchpersons employed by

Globe Security Services.

2. MC 30703-Exit Interview

The inspector met with licensee representatives indicated in Paragraph I

at the conclusion of the inspection on February 21, 1986. The purpose and

scope of the inspection were reviewed and the findings were presented.

~ At no time during this inspection was written material provided to the

licensee by the inspector.

3. MC 92700 - Followup on Security Program Event Reports

During this inspection, the inspector reviewed three security event

reports that had been entered into the security event control log. The

inspector found that the licensee had erroneously determined that two

events were not reportable to the NRC. The inspector reviewed Appendix 1

to the Safeguards Contingency Plan (Procedures for Reporting Physical

Security Events to the NRC - 10 CFR 73.71) and determined that, in

accordance with paragraph 5.1 and 5.4 of this procedure, the following

two events should have been reported by telephone to NRC within one (1)

hour and within five (5) days in writing.

successful operability and functional performance test on the untested

devices.

12. .MC 81501 - Personnel Training and Qualification

The inspector observed several program enhancement as follows:

a. The Vice President and key operations staff members participate in

the graduation of security force member from the security training

course by handing out the certificates of completion. This is

evidence of licensee management's interest in and attention to the-

security force.

b. Security force members undergo training in _ plant safety related

systems to promote a better appreciation for their assigned duties,

c. Security force members also receive training administered by the

corporate legal department on various aspects of their duties.
