In a recent telephone conversation between Mr. G. W. Rivenbark of your staff and Mr. J. D. Heidt of Georgia Power Company (GPC), the NRC requested a brief description of surveillance, maintenance, and testing procedures which would ensure the operability of safety-related equipment at Plant Hatch during the periods of the proposed license extensions as requested in GPC's letter dated February 28, 1986.

Attachment 4 to GPC's February 28, 1986 submittal, " Proposed Extensions of License Durations", described features of the Plant Hatch programs for component and piping inservice examinations, . pump and ' valve surveillance testing, and the Plant Hatch equipment qualifications program. These programs incorporate appropriate industry and NRC guidance and requirements, assuring that any potential degradation would be detected and corrected at an early stage.

In addition, however, GPC has in place and will continue a variety of other maintenance and surveillance programs to assure that plant components will perform their safety functions as designed throughout the plant li fet';ne. Specific surveillances are required by the plant Technical Specifications to demonstrate operability of key safety-related components and systems. These surveillances have been modified in the past to reflect

. plant changes and to meet newer requirements. Furthennore, detailed planned and predictive maintenance programs are in place at Plant Hatch. The sta"18tnBtTy e Bo#

Muller, Project Director BWR Project Directorate No. 2 September 25, 1986 Page Two planned maintenance program utilizes equipment performance histories and vendor maintenance suggestions to perform regular maintenance at intervals to prevent mainte..ance . problems and forced equipment outages. Similarly, GPC has implemented a predictive maintenance program which utilizes advanced diagnostic techniques such as lube oil analysis, vibration monitoring and analysis, and- infrared analysis techniques to observe and corrsct degradation of components and prevent failures.. These programs -are complimented by maintenance history review and trending analysis 'which has already . shown to reduce the amount of repetitive or related corrective maintenance.

The Plant Hatch maintenance and surveillance programs are described in the FSAR and satisfy NRC requirements. GPC views recent improvements in maintenance, monitoring, and surveillance programs as exceeding industry standards in many respects. Consequently, GPC conclu d es that the Plant Hatch surveillance, maintenance, and testing prograus provide adequate assurance that degradation of plant safety equipment would be detected and -

corrected at an early stage and are sufficient to justify the requested license extension.
