RELATIONSHIP BETWEEN INVESTIGATIONS / INSPECTIONS AND ADJUDICATIONS (SECY-84-276/276A) - PROPOSED AMENDMENT TO 10 CFR PART 2 ESTABLISHING SPECIAL EX PARTE IN CAMERA PROCEDURES FOR RESOLVING CONFLICTS MNCERNINF THE -
DISCLOSURE OR N0NDISCLOSURE OF INFORMATION I concur in the above captioned proposed rulemaking. I suggest, however, that the language proposed in 0.735-41 and 0.735-51 which makes it unlawful for an NRC or special Government employee to disclose in camera sealed information be looked at by your office or OGC in some detail. As written, the language appears to bar disclosure to anyone for any purpose. This could conceivably be read as prohibiting employees from fully cooperating with OIA or 01 investigators looking into alleged improper disclosures of sealed information.
